Policy on the Operation & Maintenance of Private Sewer Laterals
The City of Scottsburg has enacted a new policy to clarify the ownership and maintenance responsibilities of private sewer laterals. This policy aims to improve the operation of the city’s wastewater system and minimize the risks of sewage backups and overflows.
Key Points:
•Private Sewer Laterals: These are pipes that carry wastewater from your property to the city’s sewer main. As property owners, you are responsible for the maintenance and repair of your private lateral, from your property to the connection with the city’s sewer system.
•Why Maintenance Matters: Over time, private laterals can become blocked, cracked, or damaged by roots, grease, or ground movement. If not properly maintained, this can lead to backups, system overflows, and contamination.
•Responsibilities:
o Property owners must ensure their private laterals are clear and in good working condition.
o The City is responsible for the public sewer system, but property owners are responsible for their private laterals.
o The City also requires homeowners to maintain a clean-out and backflow preventer on their laterals. If you need to install these items, call the City 24 hours in advance of the installation for an inspection
•What to Do:
o Inspect your private lateral during property transfers and at least every 5-10 years.
o If you are experiencing a blockage call the city to have them check the main lines first. If the City Wastewater Personnel determine that the main lines are clear, then they will let you know and you will need to contact a plumber to inspect your lateral and fix the issue.
o If your plumber clears a blockage by pushing debris into the city’s sewer system, you are required to notify the city’s wastewater department within 24 hours at (812) 752-4343, ext. 1
All businesses who discharge wastewater containing fats, oils, or grease must install a grease trap and have it inspected annually by the City’s wastewater personnel.
